Public Health Nursing Section Meeting - July 30
The next meeting of the Public Health Nursing Section of PHAN is scheduled for Wednesday, July 30 from 9-Noon CT. This meeting will take place at the St. Elizabeth's Regional Medical Center. For statewide PHN participation, videoconferencing will also be available for participation at local health departments across the state by registration through the Telehealth Network.
The meeting will offer a CE for public health nurses as described below.
All public health nurses are invited to attend this meeting. Please invite other public health nurses in you area not practicing at a local health department to join you. If you are willing to be the moderator at your site for CE purposes please let Becky Davis know at becky.davis@bryanlgh.org.

Welcome to the first edition of the Public Health Nursing Section Newsletter! The purpose of this quarterly newsletter is to provide Nebraska PHNs with information that is both educational and informative in nature. In the process, we hope to develop communication pathways that assist PHNs in feeling connected to their peers while improving networking opportunities across our state.
Perinatal Depression Project
The goal of the Nebraska Perinatal Depression Project is to “increase the identification and screening of women with perinatal depression through expanded and enhanced screening, referral and treatment.” The Public Health Association of Nebraska (PHAN), in partnership with the Nebraska Health and Human Services System (NHHSS), has developed a web-based provider curriculum on the topic of perinatal depression to assist with the achievement of this goal. The four-module, interactive, web-based curriculum takes approximately three hours to complete, and includes a virtual toolkit of quick reference materials. Upon completion of the curriculum, the participant will be able to:

Identify risk factors, symptom patterns and barriers to perinatal depression identification
Assess and screen clients for perinatal depression using the Edinburgh Postnatal Depression Scale
Utilize appropriate cultural competence skills in his/her perinatal depression assessment and intervention strategies
Describe the treatment options recommended for management of various types of perinatal depression
Employ appropriate resources/help for providers, patients and families when planning perinatal depression interventions
The target audience for this perinatal depression educational offering is physicians, nurses, psychologists and licensed mental health providers. 3.0 contact hours have been approved by the Nebraska Nurses Association, an accredited approver, by the American Nurses Credentialing Center's Commission on Accreditation. A passing score of 70% is required to receive contact hour credit and there is no charge for this educational offering.

Bioterrorism Preparedness Training for PHNs!
Module 6 of the PHN Bioterrorism Preparedness Training Course Is Now Available On-Line!
Session 2 of the PHN Bioterrorism Preparedness Training is a web-based course which includes the following modules:
Module 4: Discussion of Biological Agents
Module 5: An Epidemiological Perspective
Module 6: Organization of Public Health Response
Module 6 is now available in addition to Modules 4 and 5. Please note that Module 6 has been divided into two parts with Part 2 being a Table-top Exercise.
Session 2 is free to PHAN members with a $20 cost to Non-PHAN members. PHNs will receive 4 peer-reviewed contact hours upon completion of the entire session (i.e. all three modules, 4, 5, & 6). You may enroll for Session 2 without having completed Sessions 1 or 3.

14. Return to Course Details page, click on Register and select credit type of Contact Hours.
15. You are now registered for the Session 2, Module 4 training and will receive a confirmatory email.

It's My Bag! Public Health Nursing Across Nebraska

September 30, 2003 marked the end of the PHN Section grant, “It's My Bag! Public Health Nursing across Nebraska.” The purpose of the grant was to enhance the practice of community / public health nursing throughout the state of Nebraska by providing core content and competency development in population-based practice.
The total number of participants for the 2001-2003 grant was 115 PHNs and six non-nursing personnel practicing in rural Nebraska. A four-session workshop was delivered to five sites in Year One, using a combination of satellite delivery and live, on-site presentations. A curriculum developed by the Minnesota Department of Health, PHN Section, was utilized
Years One and Two, emphasizing the core essentials of public health. A four-session workshop was delivered Year Two which utilized a combination of videotape delivery & live, on-site presentations at two different sites.
In addition, a two-session Pilot Project was initiated Year Two, emphasizing process improvement and Year One core essentials.

Key findings from the five-page, 62-item competency instrument administered both years are as follows:
1. Year One and Year Two results are comparable.
2. The participants' self-rated competency for population-based PHN practice increased significantly.
3. The greatest increases in competency occurred within categories that emphasized community description; data analysis; and the problem solving process.
4. The least improvement occurred within categories that emphasized engagement of partners and health determinants.
5. Significant improvement was also seen in participants' understanding of systems interventions, followed by community interventions and individual/family interventions.
In addition to the above trainings, the It's My Bag! grant purchased eight PHAN - PHN Section memberships for new PHNs across the state, conducted two focus groups and six key informant interviews; and gave 26 DVD sets of the It's My Bag training to Nebraska health departments to promote future development of the public health workforce.
This grant program was funded through the Nebraska Health and Human Services Health Care Cash Fund.

The three session “It's My Bag! Public Health Nursing Across Nebraska” training is now available on DVD for a total of $65.00. This three disc series includes session handouts and is an excellent refresher for PHNs in the area of population-based competency development. Educational objectives include:
1. Identify the convictions and theories underlying the practice of public health nursing.
2. Relate the principles of public health to the practice of public health nursing.
3. Identify the unique aspects of rural health: the environment, the population, the common issues.
4. Compare and contrast two definitions of public health nursing.
5. List the three foundational competencies of public health nursing as described by Zerwekh.
6. Describe the scope of population based public health nursing practice.
7. Identify the set of 17 interventions utilized by nurses in public health nursing practice.
8. Identify a process for assessing communities and prioritizing the needs revealed by community assessment.
9. Describe program planning and evaluation based on levels of intervention and levels of prevention.
10. Define the public health nursing process at the three practice levels.
