PHAN
Mission Statement
To protect and promote the personal, community and environmental health of all people in Nebraska.
History
PHAN was established in November 1950 as the Nebraska Public Health Association. In 2000, the group reorganized and changed the name to the Public Health Association of Nebraska.
PHAN is active in identifying and resolving Nebraska's health problems. PHAN provides a forum for discussion and advocacy of the significant public health concerns facing our state. As an affiliate of the American Public Health Association, http://www.apha.org/, PHAN members have an influential voice on national public health issues as well.
Organization Goals
PHAN exists to protect and promote personal, community and environmental health throughout a variety of public health networks. The organization exercises leadership in public health policy development and advocacy, provides a forum for the discussion of emerging public health issues, and enhances the professional growth of members and other health professionals across the state.
PHAN By-Laws

RE: Change in bylaws

In 2009 the PHAN Board of Directors made changes to the PHAN bylaws to update and better reflect the organizational process of PHAN. These updated bylaws were passed by a vote of the PHAN membership and went into effect on January 1, 2010. We have now had a year under these new bylaws, and as expected, there are a few minor changes that need to be made. These changes will need the vote of PHAN members in order to become legal and official. The affected Articles in the 2010 bylaws with the 2011 proposed changes are:
January 1, 2010 bylaws
Article IV. Nominations and Elections
Section 2. The President-Elect shall be elected at the annual meeting. This officer shall serve as President-Elect for one year followed automatically by one year as President.
Proposed bylaws
Article IV. Nominations and Elections
Section 2. The President-Elect, after meeting the qualifications as set by PHAN policy, shall be elected by the membership and the results announced at the annual meeting. This officer shall serve as President-Elect for one year followed automatically by two years as President; and followed by one year as Immediate Past-President.

ARTICLE XVII. Amendments
These bylaws may be amended, repealed or altered, in whole or in part, and additional bylaws may be adopted at any annual meeting or special meeting of the membership. Such amendments shall require an affirmative two-thirds vote of those members present and voting. Written notices of the proposed amendment shall be reviewed as to form 60 days prior to the annual or special meeting of the membership. Following such review and at least 30 days prior to the meeting, the proposed amendments shall be distributed to all active members.

These bylaws may be amended, repealed or altered, in whole or in part, and additional bylaws may be adopted by the membership. Such amendments shall require an affirmative two-thirds vote of those members voting. Written notices of the proposed change shall be sent to the membership for review and vote by mail or electronic ballot at least 30 days prior to the deadline on the ballot.
